PS Roads Leads Inter-Agency Key Talks on Horn of Africa Gateway Project

In a whole-of-government approach, the Principal Secretary for Roads, Eng. Joseph Mbugua, this morning chaired a high-level inter-agency meeting at the Works Building, bringing together the State Departments for Roads, Interior, and Defence to deliberate on the Horn of Africa Gateway Development Project (HoAGDP).

Discussions focused on the critical role of security, border stability, and coordinated inter-agency collaboration in ensuring the smooth and timely implementation of the project, particularly given its strategic footprint across northern Kenya and key cross-border corridors.

The HoAGDP is a flagship infrastructure programme funded by the World Bank at approximately USD 750 million. The project is designed to modernise road infrastructure in northern Kenya, unlock economic potential in historically marginalised regions, and strengthen regional connectivity across the wider Horn of Africa.

Implementation of the project is being undertaken by the Kenya National Highways Authority (KeNHA).

The meeting was attended by the Principal Secretaries Mr. Patrick Mariru (Defence) and Dr. Raymond Omollo (Internal Security and National Administration), among other senior government and security officials, underscoring the integrated, whole-of-government coordination required to deliver the project’s objectives.
